Establishes the office of racial equity and social justice to act as the official state planning and coordinating office for changes in policy, practice and allocation of state resources so that race or social justice constructs do not predict an individual's success, while also improving opportunities and outcomes for all people, and performing all necessary and appropriate services required to fulfill these duties.
Provides for apportionment for charter school tuition payments for any school district that is required to pay tuition to charter schools in the two thousand twenty-three-two thousand twenty-four school year and thereafter.
Relates to certified public accountants; requires that a majority of the ownership of a professional service corporation formed to lawfully engage in the practice of public accountancy as a firm are individuals licensed to practice public accountancy in some state; enacts similar provisions for partnerships and LLCs.
Defines the felonies of victimizing the elderly or physically disabled in the 3rd degree, 2nd degree and 1st degree; provides that a sentence of imprisonment must be imposed upon conviction of certain offenses against the elderly or physically disabled; provides that a juvenile offender shall include a person 14 or 15 years old who is criminally responsible for victimizing the elderly or physically disabled; provides certain plea restrictions and sentencing structure for persons convicted of such crimes.
Provides that, for purposes of veterans seeking to qualify for public housing, "probable aggregate annual income" shall not include disability benefits paid by federal government to veterans for service-connected disabilities; provides that such disability benefits shall not be included in computing any surcharge against such veterans.
Requires actuarial certification of certain rate determinations made by the superintendent, in accordance with practice standards established by the actuarial standards board.
Increases penalties for the crimes of criminal diversion of prescription medications and prescriptions in the first, second, third and fourth degrees and criminal sale of a prescription.
Requires the office of victim assistance to notify crime victims of the availability of victim support services by providing such victims with a written notice of the availability of statewide programs.
Requires school districts to conduct mandatory early screening for dyslexia for all children commencing in pre-kindergarten or kindergarten and continuing thereafter on an annual basis until each child successfully completes second grade; requires school districts to designate an individual to maintain complete and accurate records containing early screening reports for each child, and to provide resources and materials to the parent and/or guardian of any child who displays indications of dyslexia.
Removes the requirement of a sworn statement administered by a notary public for purposes of petitions; requires the notary public to inquire whether the person is the same listed on the address.
Relates to veterans' health care; creates a veteran health care review to ensure veterans and their families have access to health and mental health treatment, including for post-traumatic stress disorder, depression, anxiety, military sexual trauma, reproductive and mental health conditions, and suicide prevention.
