Provides that schools need not provide special instruction to delinquent students whose violent behavior poses an unreasonable risk to teachers and students in special day schools or special school rooms; permits shared services in connection with the establishment of such special schools.
Provides for the admission of evidence of proof of similar offenses in criminal and civil proceedings involving the commission of a sex offense; provides for procedures therefor.
Relates to establishing the civil rights restoration act; amends provisions regarding firearm licenses and destruction of firearms; exempts certain individuals from providing photographs in order to obtain a firearm license; expands the definition of immediate family.
Relates to granting certain individuals youthful offender status; adds a new category of individuals eligible for young adult offender status; provides for process and sentencing requirements related to such statuses.
Relates to establishing certain requirements for the dormitory authority of the state of New York prior to such authority issuing bonds and notes to finance projects for a private institution or organization.
Provides that in cities with a population of one million or more, a tenant or group of tenants, after proper notice to the landlord of the existence of a hazardous violation of housing codes and certification of the existence of such violation by the local agency charged with enforcement of housing codes, may contract for the repair of such condition and offset the price of such repair from his rental payments if the landlord fails to commence work to correct the condition within a certain period after notice is received.
Enacts the "New York wildlife crossing act"; directs the department of transportation and the New York state thruway authority to identify sites along all highways, thruways and parkways in the state where wildlife crossings are most needed to increase public safety and improve habitat connectivity and create a priority list of wildlife opportunity areas where federal grant monies may be available to implement the top five projects identified.
