Imposes a tax on corporate lobbying expenditures; imposes a tax of 35% on corporate lobbying expenditures above $100,000 and below $500,000; imposes a tax of 60% on corporate lobbying expenditures above $500,000 and below $1,000,000; imposes a tax of 75% on corporate lobbying expenditures above $1,000,000.
Establishes a matching grant program for small businesses receiving phase one or phase two funding under the federal small business innovation research program or the small business technology transfer program to promote commercialization and cover certain expenses.
Directs the Commissioner of the Office of Parks, Recreation and Historic Preservation to provide Empire Passports to the families of reservists and members of the National Guard, whose qualified service commenced on or after September eleventh, two thousand one.
Requires that photographs of all parking violations be taken and maintained; requires that such photographs be furnished to the person charged in a reasonable time upon request.
Relates to the Incarcerated Individuals Responsibility and Fair Wages Act; establishes a minimum wage for incarcerated individuals of five dollars per hour; establishes a prison incarcerated individual fund where up to forty percent of an incarcerated individual's wages can be sent to his or her family to help pay for certain expenses.
Prohibits the provision of licenses for firearms to persons on the federal no-fly list or terrorist screening database; authorizes firearms licenses of persons on the federal no-fly list or terrorist screening database to be suspended or revoked; requires the superintendent of state police to search the federal no-fly list or terrorist screening database each year and report findings to appropriate enforcement agencies in order to suspend or revoke appropriate licenses.
Prohibits the sale of any badge, shield, identification card or other insignia of any police department or law enforcement agency or a facsimile of such a badge or shield; imposes a civil penalty not to exceed $250 for each violation.
Provides for inclusion of the school district's regional cost index in calculating the supplemental education improvement plan grant amount for Yonkers city school district.
Requires the state comptroller and the comptroller of the city of New York to coordinate the scheduling and performance of audits of charter schools in the city of New York.
Establishes the "New York patients' right to know act"; requires physicians and certain licensed professionals to disclose findings of certain misconduct to patients.
