Authorizes a person to petition for expungement of records of arrest, investigation, detention and computer databases in certain instances where such person may have been falsely arrested, whose case was dismissed, or where innocent.
Precludes a local criminal court from issuing a warrant of arrest based on any simplified information when the defendant has not been arraigned and has not come under the control of the court with respect to the charges in the simplified information; provides that this formerly applied only to simplified traffic information.
Directs the department of health to develop and implement a residency program initiative to service medically underserved areas; makes an appropriation therefor.
Provides that it shall not be an improper practice for a public employer to immediately refer to the appropriate district attorney any issue regarding the alleged improper conduct of a police officer within forty-eight hours of such conduct.

Relates to requiring postsecondary institutions that participate in study abroad programs to report crime and harm that occurs to participating students.
Requires highway projects that receive state funding to include the installation of broadband conduits suitable for fiber optic cables or wireless facilities that support broadband services; provides for access to such conduits on a competitively neutral and nondiscriminatory basis, for a charge not to exceed a cost-based rate.
