Requires the administration and the instruction in preparation of the TASC examination in the Chinese and Korean languages for pupils who are proficient in these languages and of limited English proficiency.
Allows a U.S. citizen, who is seventeen years of age, to vote in a primary election, including presidential, if he or she will turn eighteen by the date of the corresponding general election.
Establishes a system of merit selection of judges of the state's major trial courts instead of elections and for the designation of certain justices of the supreme court; affects certain courts including the supreme court, surrogate's court, the New York city civil court, the New York city criminal court and the district court.

Establishes the "public interest legal services loan assistance fund" of the state of New York (to consist of a portion of bar examination fees and other funds appropriated by the legislature therefor and such other monies as may be credited or otherwise transferred from any other fund or source pursuant to law, including voluntary contributions); provides for administration of such fund to assist public service attorneys practicing public interest law in repaying their student loans; defines certain terms and adds other related provisions.
Relates to party committee and constituted committee contribution and receipt limits; reduce the annual contribution limits to political parties or constituted committees from $62,500 to $25,000, which shall include contributions to party housekeeping accounts.
Requires employers of retail, food service or cleaning employees to give such employees 7 days' notice of their work schedule and a month's notice of the minimum hours of work; provides a private right of action to employees who are aggrieved by certain violations of such provisions.
Requires the termination of any police officer or peace officer who uses physical force which is not justifiable or which is not part of procedure regardless of if harm is done any person or if any complaint is filed against such police officer or peace officer.
Authorizes the attorney general to investigate and prosecute the alleged commission of any criminal offense or offenses committed by police officers in connection with the performance of their regular duties.
