Establishes the New York state cryptocurrency and blockchain study task force to provide the governor and the legislature with information on the effects of the widespread use of cryptocurrencies and other forms of digital currencies and their ancillary systems, including but not limited to blockchain technology, in the state.
Provides that school districts, including the city school district of the city of New York, are entitled to an apportionment of state aid for the closure of schools due in response to the novel coronavirus.
Enables public authorities that offer E-ZPass payment for tolls, fares, fees, rentals or other charges to transmit electronic notifications stating that the electronic toll collection system has registered the customer's account to E-ZPass customers who opt in for such service.
Prohibits the operation of establishments where animals and/or fowls are slaughtered or butchered for food; establishes a task force on public health risks and animal welfare concerns of slaughterhouses.
Relates to mandating insurance coverage for medical devices and products to treat withdrawal symptoms which are approved by the food and drug administration.
Enables prosecutors to access orders of protection issued in association with sealed prior domestic violence cases if the offender commits a new domestic violence offense.
Enacts hazing offenses and anti-hazing educational programs at educational institutions and requires educational institutions to maintain a public report on hazing violations.
Establishes the clean fuel standard of 2024; provides such standard is intended to reduce greenhouse gas intensity from the on-road transportation sector, with further reductions to be implemented based upon advances in technology.
