Requires the commissioner of health to promulgate rules and regulations requiring nursing homes and residential health care facilities to test all residents of such nursing homes and residential healthcare facilities for the novel coronavirus (COVID-19).
Relates to updating the driver's manual provided to accepted learner's permit applicants and driver education courses to include a description of law enforcement procedures during traffic stops and the actions a motorist shall take during such stop including appropriate interactions with such officers.
Relates to the dispensing of self-administered hormonal contraceptives; authorizes a licensed physician and a certified nurse practitioner to prescribe and order a non-patient specific order to a pharmacist licensed and located in the state for the dispensing of self-administered hormonal contraceptives.
Provides for the use of glucagon emergency injection kits by persons other than licensed health care professionals; provides for expanded use of epinephrine auto-injector devices in schools in emergency circumstances.
Requires that all special education students attending schools scheduled to be closed or to undergo a significant change be assigned to new schools prior to the implementation of the closing or change.
Relates to the issuance of arrest warrants upon a youth; provides for the police officer to make a reasonable effort to notify the parent or other person legally responsible for the care of such youth or with whom the youth is domiciled that the youth has been arrested; provides that the police officer need not notify the parent or other person legally responsible when such youth is not also a juvenile offender and the notification would endanger the health and safety of such youth; amends provisions relating to sexually exploited children to include persons under the age of nineteen.
Requires the board of directors of a cooperative apartment corporation to notify applicants seeking to purchase shares of the corporation of the reason or reasons the board of directors has refused such request.
Prohibits the use of intoxication of the victim as a defense in sex crimes where the victim is under the influence of any drug, intoxicant, or other substance to a degree which rendered the victim temporarily incapable of appraising or controlling such person's conduct and such condition was known or reasonably should have been known to a person in the actor's situation.
Permits an exception from registration for nonresident pharmacies in cases of a specific patient need or a declared public health emergency under certain conditions.
Enacts the "Michael K. Williams law" to establish a grant program to incentivize counties and municipalities to reduce prison populations; makes an appropriation therefor.
Authorizes the assessor of the city of Long Beach, county of Nassau, to accept from New Beth El, Inc. an application for exemption from real property taxes during the 2019-2020 assessment roll.
