Requires municipal tax collectors to hold a hearing after a tax lien sale to distribute funds to the former owner of such property.
An Act to Return to the Former Owner Any Excess Funds Remaining After the Sale of Foreclosed Property
Directs the court to provide notice to the former owners of foreclosed property of the right to file a claim for the excess funds from the sale of the real property.
Decreases the time a vacant property may sit in foreclosure in Erie county.
Requires notice to be provided ninety days prior to commencement of a foreclosure action by a homeowners' association or condominium board to enforce a lien for unpaid common charges, assessments, fines or fees.
Authorizes municipalities and the department of financial services to seek civil penalties for violations of the duty to maintain a foreclosed property in an amount of up to $650 per day for each day such violation persists after the judgement of foreclosure has been issued.
Expands the right to seek the appointment of administrators of buildings to tenants and local governments throughout the state and to make procedures conform with realities of housing stock throughout the state; repeals certain provisions of the real property actions and proceedings law relating thereto.
