Provides that before a person may receive public assistance benefits, they must submit to and pass a drug test; requires health care professionals, law enforcement agencies, and courts report certain instances of substance abuse to the commissioner of social services.
Enacts the "children and recovering mothers (CHARM) act" to provide guidance, education and assistance to healthcare providers caring for expectant mothers with substance use disorder; provides for the screening of newborns for substance abuse exposure.
Provides for drug testing of persons who receive or apply for cash assistance or unemployment benefits
Directs the commissioner of the office of alcoholism and substance abuse services to establish a program for individuals to receive free drug test strips to detect the presence of medetomidine, benzodiazepine, nitazenes, and/or other harmful contaminants; directs the commissioner of the office of alcoholism and substance abuse services, in cooperation with the commissioner of the department of health, to develop and conduct a public awareness and educational campaign on the dangers of medetomidine, benzodiazepine, nitazenes, and/or other harmful contaminants.
Ensures language assistance services by state agencies; requires state agencies to maintain records of the primary language spoken by any individual seeking such assistance; requires state agency to submit an annual report on language services.
Requires the commissioner of health to produce a report on the utilization and activity of the statewide fiscal intermediary with regard to metrics for certain medical assistance programs for needy persons; requires such report to be published no later than sixty days after effectiveness.

Directs the state comptroller to conduct an audit of the department of health and other agencies to ensure that the agency meets its responsibilities to review and assess Medicaid managed care organizations for compliance with federal and state requirements to maintain adequate health care providers within network, and to meet mental health and substance use disorder parity requirements.
