Directs the Triborough Bridge and Tunnel Authority to implement a toll discount plan for residents of Orange, Rockland, Dutchess and Putnam counties who commute to work in the city of New York while the central business district tolling program is in effect; provides for the repeal of such provisions upon the expiration thereof.
Establishes a central business district toll exemption for veterans who are residents of New York state.
Establishes a real property tax exemption for the primary residence of veterans with a 100 percent service connected disability.
Provides additional tax exemptions on qualifying residential real property where two or more qualified veterans live in the same household.
Authorizes the empire state development corporation to develop a public awareness campaign promoting businesses located in New York state with an emphasis on small businesses and the need to shop in downtown local areas; requires the creation of the Buy New York Online Networking Directory to connect purchasers with businesses located in New York.
Relates to participation by LGBT, disability and veteran-owned businesses in state contracts.
Establishes the toll-free overnight hours pilot program to reduce traffic congestion during peak hours, provide economic relief to drivers and businesses, and encourage efficient freight operations by implementing toll-free travel during designated overnight hours on the New York state thruway; repeals certain provisions upon expiration thereof.
Exempts military members based at Fort Hamilton, Brooklyn, New York and Fort Wadsworth, Staten Island, New York on active duty who reside in NYC from the payment of E-ZPass tolls associated with the Verrazzano-Narrows Bridge.
Authorizes the city of New York to provide for a residential parking permit system to reduce hazards and pollution levels.
Establishes a New York state veterans' and service member law book of a compilation of all state statutes governing the rights, privileges, benefits and services afforded to veterans, service members and their families.
