Establishes the crimes of spoofing a police agency telephone number in the first and second degrees as a class E felony and a class A misdemeanor.
Creates the crime of vehicular homicide; makes such crime a class B felony.
Establishes the class E felony of official interference with transportation by a public servant.
Enacts "CJ's law" in relation to increasing the penalties for leaving the scene of an accident without reporting where such accident resulted in the death of a minor to a class C felony punishable by a fine of not less than four thousand nor more than eight thousand dollars in addition to any other penalties provided by law.
Increases penalties for certain theft and fraud crimes against elderly persons; makes such crimes a class B felony.
Requires municipalities and other public officials to retain security recordings for a minimum of fifteen months.
Increases the penalty for multiple convictions of torturing, killing or failing to provide sustenance to an animal to a felony, if convicted within five years from the date of a prior conviction.
Eliminates from the class A misdemeanor of theft of services, the avoidance of payment for railroad, subway, bus or other public transportation services; allows for community service in lieu of a civil penalty for certain offenders of theft of transit services.
Prevents certain elected officials from being a member of an agency or industrial development authority.
Permits the commissioner of health to designate local health officials to request copies of certain reports and records relating to a death.
