Amends the Hudson river park act to prohibit a heliport within the boundaries of the Hudson river park; extends certain provisions relating to interim commercial recreational use in certain areas of the park.

Authorizes the city of New York to discontinue the use as parkland and alienate certain land within Flushing Meadows Corona Park.

Maurice D. Hinchey Hudson River Valley National Heritage Area Enhancement Act This bill adds the rest of Saratoga County and Washington County in New York within the boundaries of the Maurice D. Hinchey Hudson River Valley National Heritage Area in New York.
