Requires a commissioner to meet certain qualifications before his or her appointment which shall include, but not be limited to, the qualifications prescribed by section three of the public officers law, and demonstrated experience in election administration or other management, operations, or administrative experience in the public, non-profit, or private sector as deemed sufficient by the board.
Enacts the student journalist free speech act to protect student speech at educational institutions unless such speech is libelous, an invasion of privacy, or incites students to commit an unlawful act, violate school policies, or to materially and substantially disrupt the orderly operation of the school.
Regulates political contribution activities by intermediaries; requires disclosure of certain identifying information when certain contributions are made by an intermediary to a candidate or a committee.
Requires the department of health to conduct 40% of its inspections on nursing homes outside of business hours; requires department of health inspections of nursing homes to be conducted without prior notice to a nursing home; requires an annual nursing home inspection report.
Provides a right of reemployment for persons who reside in another state who are ordered to military service within New York state, if the state of residence provides a like protection.
Provides that $1,600,000 of any funds from gaming devices located within the county of Niagara shall be transferred to the Niagara county industrial development agency for use to fund downtown economic development initiatives within the city of Niagara Falls.
Relates to distinctive plates for medal of honor recipients; removes the word "congressional" from distinctive plates; provides for the reissuance of plates to persons assigned distinctive plates for medal of honor recipients.
Provides that the use or storage of manure may not be deemed a public nuisance under local laws restricting farming operations within an agricultural district.
Enacts the "Doctor John L. Flateau Voting and Elections Database and Academic Center of New York Act"; regulates public data maintained by county and city boards of elections; establishes the New York voting and elections academic center to maintain a statewide database of voting and election data.
Establishes no polling place shall be located on the premises of any public or private elementary or secondary school or a school for preschool children.
