Allows a U.S. citizen, who is seventeen years of age, to vote in a primary election, including presidential, if he or she will turn eighteen by the date of the corresponding general election.
Relates to the definition of "direct relationship" for the purposes of article 23-A of the correction law regarding licensures and employment of persons previously convicted of one or more criminal offenses.
Creates a middle income home ownership subsidy program to assist persons with an income below the current median income for the city of New York with the purchase of a residence in an urban area.

Provides that component school districts cannot impose a tax levy for their share of the board of cooperative educational services capital expenditures.
Expands eligibility for the New York state excelsior scholarship award to certain applicants enrolled on a part-time basis or in a BOCES or other approved vocational program; provides criteria for eligibility, and limits on amounts and durations for any such awards.
Requires the department of health to provide at least one site in each county of the state which offers COVID-19 vaccinations and to establish an enrollment portal which shall enable residents to be notified once they become eligible for the vaccine.
Requires highway projects that receive state funding to include the assessment and repair of water infrastructure; provides for access to such water infrastructure.
