Relates to restrictions and penalties for certain transactions involving used catalytic converters; establishes penalties for possessing, selling or buying a catalytic converter without a permit or proper documentation; defines terms.
Appropriates $5,550,000 for the purpose of establishing and expanding training programs for direct support professionals at boards of cooperative educational services.
Prohibits state agencies from promulgating rules, regulations or any form of guidance requiring individuals under the age of eighteen who are not exhibiting COVID-19 related symptoms, as defined by the centers for disease control and prevention, to wear a mask or face covering in a public place or while participating in any recreational or organized sporting activity.
Requires the commissioner of education to make recommendations to the board of regents relating to the adoption of age-appropriate instruction on dating violence prevention and healthy relationships for students in grades seven through twelve.
Requires the office of temporary and disability assistance, in conjunction with the office of mental health and the office of children and family services, to develop a mental illness training course to be utilized by providers of temporary housing assistance to focus on recognizing signs and symptoms of mental illness.
Prohibits certain inquiries or statements related to the arrest record or conviction record of any person who is in the process of applying for employment or interviewing for employment.
Establishes the end toxic home flipping act; imposes a tax on the transfer of certain residential properties which are sold within two years of the prior conveyance of such property; exempts certain purchases of residential properties from mortgage recording taxes; imposes a tax on the transfer of certain properties in the city of New York which are sold for one million dollars or more.
Requires the ethics commission of the unified court system to post each state-paid judge's annual financial disclosures on the ethics commission's public website for five years beginning with filings made on January 1, 2018.
Prohibits a person currently employed by the governor in the executive chamber or employed as a lobbyist from being appointed to a position that requires approval of the senate.
Relates to the money deposited as bail by charitable bail organizations; removes maximum authorized amount of money allowed to be deposited by such organizations.
