Prohibits the use of remote or virtual learning as a form of punishment or disciplinary action; provides exceptions for failure to comply with COVID-19 health and safety protocols.
Enacts the "standing is tiring (sit) act"; requires employers to provide suitable seats to all employees where the nature of such employees' work reasonably permits seated work; prohibits employers from artificially designing a work space to require standing; requires the department of labor to determine whether the nature of work reasonably permits seated work; creates a private right of action for employees whose employer does not provide seats.
Defines "closed period of eligibility" for purposes of supplemental security income for aged, blind, and disabled persons; includes such time period in the eligibility requirements of such supplemental security income.
Allows geriatricians to apply for both the physician loan repayment program and the physician practice support program, provided such geriatrician agrees to practice geriatrics for at least 5 years.
Relates to the general powers and duties of the canal corporation; requires the canal corporation to cause the locks and lift bridges of the canal system to be operated May first through November fifteenth annually; requires the canal corporation to maintain and preserve the Erie Canal's historic resources; permits certain usage of the canal system's state drydocks, travel lifts, and other facilities for commercial boat companies.
Establishes a chief sustainability officer to coordinate efforts across state agencies and other state government entities to address climate change mitigation and climate sustainability efforts.
Establishes the college of renewable energy and sustainability in the city university of New York which shall offer majors relating to the field of renewable energy and sustainability.
Relates to increased participation in state contracts and subcontracts by certified minority and women-owned business enterprises; requires quarterly reports from contracting agencies; addresses consequences if contracting agency fails to comply with reporting requirements; relates to certain performance and payment bond requirements.
Relates to establishing a one hundred percent clean renewable energy system for electricity by two thousand thirty-four; such energy system shall include solar, wind, geothermal and tidal sources.
Establishes the minority- and women-owned business protection program to provide grants with funding from the American Rescue Plan Act of 2021 to qualifying entities that have less than 100 employees per location, was in existence in New York state by the first day the state disaster emergency related to COVID-19 was declared by the governor, can document actual economic harm or revenue shortfall as a direct result of the pandemic, and has filed 2018, 2019 or 2020 tax returns.
Requires any information or data produced internally or by an outside consultant used by the governor, the division of the budget, the department of health or any other relevant state agency to justify such reduction be made available to elected officials prior to funding reductions for hospitals and nursing homes.
