Enacts the "family court adjusted service time (FAST) act"; requires family courts in New York City to remain open until midnight on at least one weekday each week in at least two counties effective January 1, 2025, and in at least three counties, effective January 1, 2026.
Directs the commissioner of education to study and report on the provision of services to public school students in grades 8 through 12 by guidance counselors.
Directs the commissioner of mental health to establish a maternal mental health workgroup to study and issue recommendations related to maternal mental health and perinatal and postpartum mood and anxiety disorders; identifies underrepresented and vulnerable populations and risk factors in the state for maternal mental health disorders that may occur during pregnancy and through the first postpartum year.
Prohibits the withholding of state funding for service providers for people with developmental disabilities due to the receipt of certain COVID-19 federal funds.
Establishes a state university of New York career pilot program to encourage individuals in college to enter the financial planning industry; utilizes campus resources to encourage a well-rounded program and diverse student involvement.
Requires the filing of additional transferor and contributor identification information in campaign receipt and expenditure statements for the receipt of amounts over one hundred dollars, including the full name, full residential address including any suite, floor, or apartment, occupation, employer and employer's full business address in the case of an individual, and the full name and address of any partnership, committee, association, corporation, labor organization or group of persons.
Requires the division of housing and community renewal to publish on its website a database of building-wide major capital improvements installed by landlords in every city of more than one million inhabitants.
Establishes an "operation SNUG" program within the division of criminal justice services which provides grant awards to reduce, prevent or respond to gun violence.
Relates to training police officers on how to respond to situations involving individuals with autism spectrum disorder and other developmental disabilities.
Requires motor vehicle repair shops to disclose types of replacement parts used in automobile collision repairs and provides a disclosure form to be signed by the owner consenting to the use of any such parts; forbids use of any other parts except new original equipment manufacturer parts on any vehicle during the first year of its manufacture and for the two years following.
Updates contingent fee rules for attorneys in claims or actions for medical, dental or podiatric malpractice; permits applications for enhanced fees; permits plaintiffs to waive contingent retainer limitations.
Enacts the Educational Rights Transparency for New York Families Act, to establish standards for resource based educational rights of students within the state and implement a system of self-assessment and reporting by schools and school districts.
