Establishes a two year moratorium on the third party transfer program run by the department of housing preservation and development in the city of New York.
Provides for limited death benefit life insurance policies for persons aged 60 and over; authorizes the attorney general to enforce provisions; requires an insurer to provide consumers with a prescribed "Financial Review of Policy" form when it delivers or issues for delivery in this state an insurance policy or a certificate of insurance for persons aged 60 and over.
Directs the metropolitan transportation authority, in conjunction with the Long Island Rail Road and the Metro-North Commuter Railroad, to identify flammable or hazardous materials near above-ground and grade level tracks and make recommendations for removal of such materials.
Provides that a business must provide notification of a data breach within 30 days of such breach; includes the department of financial services to the list of entities that must be notified of a data breach that affects any New York resident.

Restricts the rental of safety recalled cars until they are repaired in accordance with the recall; requires disclosure of such recall notices to prospective vehicle renters if such recalled cars have not been repaired.
Provides that the public service commission shall establish service performance standards for telephone corporations; provides that telephone corporations shall meet such standards; provides penalties for failure to meet such standards.
Grants a combat veteran tax credit for entrepreneurs to provide a five hundred dollar tax credit to combat veteran entrepreneurs who create a business in New York state.
Requires mortgage lenders and brokers to provide consumers with a mortgage bill of rights pamphlet which must be read and signed by the consumer prior to applying for a mortgage.
Tolls the four year statute of limitations look back period on rent overcharges where the owner of a housing accommodation acts in a wrongful or fraudulent manner.
Enacts the "learning for work act"; establishes the youth apprenticeship program and the enhanced regents professional diploma; appropriates moneys therefor.
