Enacts the "housing affordability, resiliency, and energy efficiency investment act"; relates to the modernization of affordable housing financing authorities that authorize financing for the construction and rehabilitation of affordable housing.
Provides for state assistance to local governments for the enforcement of fire prevention and building codes using monies paid into the code enforcement account.
Directs the public service commission to promulgate rules and regulations requiring vine trimming, in addition to other maintenance procedures, for the maintenance of utility poles by the utility company or cable television company that owns such utility pole where such vine growth is likely to disrupt safe and reliable service.
Relates to additional apportionment of building aid for certain projects; defines an eligible school construction project as one that is entirely funded from capital outlays and has a total project cost of two hundred fifty thousand dollars or less.
Requires parity in the mental and physical health treatment of the residents of New York state; provides that both mental and physical health "will be matters of public concern and provision therefor shall be made by the state and by such of its subdivisions".
Requires utility service providers to disclose planned rate increases to consumers within thirty but no less than seven days before a planned price increase takes effect; requires utility providers to provide contact information and a mechanism to cancel service completely.
Enacts the "Shepherd Patterson law"; requires a physician who treats a minor patient with a medical condition that may cause a disability to provide certain educational information to such patient's parents or guardians indicating such minor is entitled to a free and appropriate public education as defined under section five hundred four of the federal rehabilitation act of nineteen hundred seventy-three; makes related provisions.
Provides that an affirmation of a health care practitioner may be served or filed in an action in lieu of and with same force and effect as an affidavit (changes the current reference in existing provisions from "physician, osteopath or dentist" to "health care practitioner").
Relates to establishing the online consumer protection act; defines terms; provides that an advertising network shall post clear and conspicuous notice on the home page of its own website about its privacy policy and its data collection and use practices related to its advertising delivery activities; makes related provisions.
