Requires the New York city commissioner of the administration of children's services to obtain an order of consent from the court before allowing experimental drug testing on children under the care and/or control of the administration of children's services.
Extends the authorization granted to the county of Essex to impose an additional one percent of sales and compensating use taxes until November 30th, 2025.
Authorizes the town of Cornwall in Orange county to impose a five percent hotel and motel tax; provides for the repeal of such provisions upon expiration thereof.
Establishes standards for caseloads for child protective services workers; requires the state to pay for one hundred percent of the costs associated with compliance of such caseload standard; makes related provisions.
Relates to differential response programs for child protection assessments or investigations; requires social services districts to establish such programs upon authorization from the office of children and family services.
Establishes differential payment rates for child care services provided by licensed, registered or enrolled child care providers for providers providing care to children experiencing homelessness, child care providers providing care during nontraditional hours, or in other situations deemed appropriate by a local social services district.
Permits New York city voters to sign designating petitions for multiple candidates for the same New York City municipal public office or party position.
Relates to state assistance for food and vet expenses for guide dogs, hearing dogs and service dogs of individuals qualifying for social services; requires regulations set an amount of no less than $50 a month; clarifies that service dogs do not have to be certified to qualify for such benefits.
Increases the per student rate of empire state after school program and advantage after school program grants; requires future per student rates to be modified accounting for any minimum wage adjustments.
Establishes a tort cause of action for the wrongful injury or death of a companion animal; provides for compensatory and punitive damages and injunctive relief.
