Authorizes Lawrence Ecker to receive certain service credit with the New York state and local employees' retirement system for his time as a state supreme court judge from approximately June 2021 through June 2022.
Provides that the state shall make reasonable efforts to obtain federal funding for child care expenses; prohibits limiting authorized child care services based on proof of immigration status; authorizes self-attestation as an approved form of verification of employment status and income.
Requires mandatory screening for alcohol or substance abuse and dependency when a person operates a motor vehicle while impaired by the combined influence of drugs or of alcohol and any drug or drugs.
Provides that on request of the sheriff, county legislature, county board of supervisors, mayor of any city or village, or supervisor of a town, the governor may order into active service of the state, all or any part of the organized militia, in accordance with the Lake Ontario-St. Lawrence River flood prevention, response and recovery program; establishes such program; relates to the financing of the Lake Ontario-St. Lawrence River flood prevention, response and recovery program.
Includes clinically necessary treatment for certain inpatient coverage, which shall mean an individual's medical needs and any social determinants of health that will promote such individual's stability following discharge from treatment.
Establishes an intensive addiction and medical services integrated services pilot program to support two three-year demonstration programs that provide intensive addiction and medical services integrated services to individuals who have significant addiction and medical issues.
Authorizes the department of transportation to conduct a study pertaining to traffic flow and safety of State Route 35 and State Route 202 from the Hudson River to the border of Connecticut.
Establishes the previously owned zero-emission vehicles rebate program to provide an incentive of an amount up to $2,000 for individuals who purchase used or previously owned zero-emission vehicles.
Requires the addition of fog lines on all state highways and other public ways under the jurisdiction of the department of transportation when such highway or public way is repaved.
