Authorizes retired firefighters to be employed as fire science instructors by career and technical education centers without a reduction of their retirement benefits.
Creates the New York state school resource officer program for school districts outside of New York City; requires retired police officers be certified by the department of education to become school resource officers; allows retired police officers employed as school resource officers to carry a firearm on school grounds given an appropriate license; relates to the earnings limitations for retired police officers employed as a school resource officer.
Provides additional benefits for certain county correction officers in Westchester county; provides benefits to retirement system members with credited service in excess of twenty-five years.
Modifies the retirement benefits for certain county correction officers, uniformed correction division personnel, sheriffs, deputy sheriffs and undersheriffs in Nassau county to provide an additional retirement allowance for each year of creditable service in excess of twenty-five years but not in excess of thirty years.
Relates to participation by veterans with respect to state contracts by expanding Article 3 of the veterans' services law to cover all veteran-owned business enterprises instead of only service-disabled veteran-owned business enterprises; makes related corrections in law.
Ensures that color vision requirements for appointment of police officers are tailored to only eliminate individuals with extreme color vision deficiencies from eligibility; provides methods under which an individual can meet such requirements after failing to meet an initial color vision standard.
Establishes the New York state preceptor stipend program to be administered by the office of the professions, under which qualified preceptor clinicians shall receive a $5,000 stipend; provides for such funds to be distributed from the office of the professions account.
Changes the name of the Bellport Volunteer Firemen's Benevolent Association to the Bellport Volunteer Firefighter's Benevolent Association; decreases the board of trustees from 7 to 5 members; allows the association to use certain taxes collected and paid in furtherance of its purposes as stated in the association's charter.
Ensures that boards of elections provide adequate notice to each voter before and after a board cancels the voter's registration or places such voter in inactive status.
Enacts the "voting integrity and verification act of New York (VIVA NY)"; provides that each voter is entitled to the use of an individual, voter verifiable paper ballot of the voter's vote and the opportunity to mark it.
