Provides that where mandatory continuing education programs are offered through electronic or other remote means where the licensee must provide proof of attendance by responding to a visual or auditory prompt in the program, such program shall conform to the most recent guidelines for website content accessibility guidelines.
Establishes extended producer responsibility for textiles; requires a producer, either individually or cooperatively in a group or with a representative organization to submit to the department of environmental conservation a plan for the establishment of a collection program for textile covered products no later than December 31, 2024.
Establishes the "New York state veterans cemetery act"; directs the division to conduct an investigation and study on the issue of the establishment of a New York state veterans cemetery funding program.
Relates to the use of biometric identity verification devices for the purchase of alcoholic beverages and tobacco products; authorizes a licensee, its agent or employee to determine a person's age when purchasing alcoholic beverages or tobacco products by use of a biometric identity verification device; establishes where the use of the device indicates that the person is under the age of twenty-one, the attempted purchase of the alcoholic beverage shall be denied.
Increases fees for the registration of larger, heavier motor vehicles; provides a waiver for a portion of weight added by batteries in electric vehicles.
Increases the threshold for office of the comptroller review of the metropolitan transportation authority discretionary awards to MWBEs and small businesses from one million dollars to one million five hundred thousand dollars.

Relates to qualifications for holding the offices of city controller and city engineer in the city of Amsterdam; provides that a person not living in the city of Amsterdam may hold the office of city controller or city engineer for such city provided he or she lives in Montgomery county or an adjoining county within the state of New York.
Directs the commissioner of health to authorize additional reimbursement to providers of health and dental care primarily serving individuals with intellectual and developmental disabilities for uncompensated time, use of staff, and services that are necessary to support treatment of a patient as a result of the patient's physical, intellectual, or developmental disability.
Adds services delivered, to individuals with developmental disabilities and traumatic brain injury, through a facility licensed under article twenty-eight of the public health law, to the requirement that telehealth services be reimbursed at the applicable in person rates or fees regardless of the location of the patient or the clinician.
