Creates a New York state route 878, Nassau Expressway study to evaluate the costs of completing the construction of state route 878 in Nassau and Queens counties; makes related provisions.
Provides that state mandates shall not be implemented in school districts after such district has passed a budget; provides that any such mandates shall be implemented in the following fiscal year.
Permits the court to withhold names, contact information, and statements of any victim or eyewitness from discovery where the defendant is associated with a criminal street gang or the offense is connected to a criminal street gang or criminal enterprise activity.
Increases the penalties for certain crimes involving tampering with a witness or intimidating a victim or witness; increases the penalty for tampering with a witness in the third degree and intimidating a victim or witness in the third degree to class D felonies; increases the penalty for tampering with a witness in the second degree and intimidating a victim or witness in the second degree to class C felonies.
Requires the office of information technology services to develop an action plan to improve data collection, analysis, utilization, and reporting practices of the department of health.
Provides that on and after April first, two thousand twenty-three, the department of health shall reimburse municipalities in an amount of sixty-six percent or more for the costs of early intervention services; directs the commissioner of health to review rates of reimbursement for early intervention services.
