Enacts the housing development fund company self-determination, preservation and affordability act to clarify certain provisions relating to the dissolution and reincorporation of housing development fund companies; provides for tax exemptions and abatements for housing development fund companies.
Excludes certain owners of single family residential rental properties who own more than one single family residential rental property from being eligible for credits for interest payments and depreciation for such rental properties; provides exceptions for qualified nonprofit organization; defines terms; grants the commissioner of taxation and finance the authority to make rules and regulations pertaining to carrying out such provisions and preventing avoidance of compliance with such provisions.
Establishes the historic preservation tax credit transfer program to provide flexibility and incentives for businesses which rehabilitate historic properties to further promote the development of affordable housing.
Enacts the "child sex crime victims protection act"; establishes alternative sentencing procedures for victims of child sex crimes who commit crimes against their abusers.
Provides an additional monthly public assistance allowance of $15 for menstrual products, including but not limited to, tampons, sanitary napkins, cups and panty liners.
Requires Medicaid to provide comprehensive coverage for the treatment of obesity including coverage for intensive behavioral therapy, bariatric surgery, and FDA-approved anti-obesity medication.
Mandates the use of intelligent speed assistance systems in certain motor vehicles registered in the state which were manufactured or assembled on or after January 1, 2030.
Establishes a school air conditioning system grant program to provide schools with funding to install air conditioning systems in certain areas; makes an appropriation therefor.
Requires electrocardiograms be provided by school health services to screen for heart conditions; requires electrocardiograms be conducted on students to screen for heart conditions in order to attend school.
Enacts the "empire state of mind act" relating to the treatment of mentally ill persons in the realm of treatment in mental health and addiction services facilities, the penal system and social services.
Enacts the solar for schools act which provides grants for eligible school districts to purchase and install solar and geothermal power sources; defines terms; directs the New York state energy and research development authority to establish such grant program; provides for the repeal of such provisions upon the expiration thereof; makes an appropriation therefor.
