Establishes domestic violence crimes when an individual commits or intends to commit a specified offense against a member of the same family or household; defines specified offenses; defines members of the same family; sets forth criteria for the authorized disposition of individuals convicted of a domestic violence crime.
Authorizes housing authorities to operate bingo games; adds guests invited by residents of any apartment, condominium or cooperative complex, housing authority, retirement community, or other group residential complex or facility to the scope of application; allows games to be conducted two days per week; makes related provisions.
Authorizes the creation of a distinctive brain tumor awareness license plate; creates the brain tumor research and support fund; provides that moneys of the brain tumor research and support fund may be expended to offset costs associated with medicaid fee for service coverage of tumor treating fields therapy.

Relates to the production of and the assessment of a surcharge for distinctive "Feeling Rural Good" license plates; establishes the feeling rural good health care fund; provides that funds deposited into the feeling rural good health care fund shall be used in rural regions of the state to expand school-based health programs, improve access to health research and education, and expand broadband access for improved access to telehealth.
Provides that where the commissioner of health assumes the responsibility for the transportation of medicaid recipients in rural areas, existing public transportation systems shall be used when such systems are appropriate, available and the least expensive modes of transportation.
Establishes a tax credit for rent paid on the personal residence of certain taxpayers who lease the taxpayer's primary residence during the taxable year and who pay rent with respect to such residence in excess of thirty percent of such taxpayer's gross income for such taxable year.
Relates to segregated confinement; provides that certain incarcerated individuals shall not be placed in a residential rehabilitation unit; makes related provisions.
Prohibits the recording of conveyances suspected of being fraudulent; requires the clerk or registrar to conduct an investigation into transactions suspected of being fraudulent and to report such investigations to the local law enforcement or sheriff's office.
Authorizes electronic court appearances for criminal matters, excluding jury trials, in all counties in the state; authorizes electronic appearances for criminal matters where the court determines a personal appearance would be impractical, unsafe or excessively burdensome; authorizes sentencing to a period of incarceration to be conducted via electronic appearance for defendants who are already incarcerated.
