Awards grants to municipalities for any non-transportation related capital improvement projects with a maximum cumulative grant award not exceeding $250,000; makes an appropriation therefor.
Establishes the "broadband deployment assistance act"; requires that substantially similar permits for broadband deployment be processed together at the same time and on an expedited basis; defines terms; authorizes municipalities to simultaneously process certain broadband permit applications that are substantially similar.
Provides that members of a mobile crisis team shall include any combination of behavioral health professionals, certified peer specialists, certified recovery peer advocates, credentialed family peer advocates, and credentialed youth peer advocates.
Directs the commissioner of mental health to conduct a study of child- and youth-targeted mobile crisis outreach teams in New York state, and deliver a report including the findings and recommendations of such study to the governor, the temporary president of the senate, and the speaker of the assembly.
Authorizes the Power House Church to file an application for a real property tax exemption with the county of Nassau assessor for all applicable taxes from the 2022, 2023 and 2024 assessment rolls.
Enacts the "Empowering People in Rights Enforcement (EMPIRE) Worker Protection Act"; relates to the delegation of state enforcement authority to private actors; authorizes an affected employee, whistleblower, representative organization or an organizational deputy to initiate a public enforcement action on behalf of the commissioner for certain provisions of the labor law, or any regulation promulgated thereunder.
Enacts the "choice in responsible gaming act"; requires mobile sports wagering operators to establish default betting limits on their platform and to notify authorized sports bettors of their ability to opt-out of the default betting limits; directs the gaming commission to determine the monetary limit and defined period of time for such betting limits.
Establishes the climate corporate data accountability act requiring certain business entities within the state to annually disclose scope 1, scope 2 and scope 3 emissions; establishes the climate accountability and emissions disclosure fund.
Relates to the confinement of companion animals in vehicles in extreme temperatures; provides such animals may be rescued if certain conditions are met.
Expands the right to seek the appointment of administrators of buildings to tenants and local governments throughout the state and to make procedures conform with realities of housing stock throughout the state.
Relates to the hours adult-use cannabis shall be sold for on-site consumption; provides cannabis products shall only be sold for on-site consumption between the hours of 11 a.m. and 11 p.m.
