Requires minors under 18 years to attend school on a full-time basis, unless such minor is seventeen or older and enrolled in a vocational or occupational education program, with the consent of the school district and the person in parental relation with the minor; requires such minor must enroll in GED course until age of 19 years, if the person leaves school.
Authorizes a real property tax exemption for certain eligible reservists upon adoption of a local law, ordinance or resolution providing therefor; requires property of such eligible reservists to be the primary residence; requires such reservist must have retained active duty status for at least 90 consecutive days to claim such tax exemption.
Permanently requires that the first installment of serial bonds mature not later than two years after the date of such bonds; provides that principal installments remaining unpaid on bonds may be called for redemption prior to their date of maturity in such amounts, at such times in such manner and pursuant to such terms as may be determined by the finance board of a municipality, school district or corporation at the time of the issuance thereof; repeals provisions that permanently eliminate the requirement that municipalities provide from current funds an amount equal to at least 5% of the estimated cost of each capital improvement (excluding from such cost state or federal grant funding and certain benefited area assessments) prior to the issuance of bonds or bond anticipation notes to finance such capital improvement.
Permits the villages of Upper Brookville, Flower Hill, East Hampton, Westbury, Saddle Rock and Southampton located in Nassau and Suffolk county to adopt local laws to implement a demonstration program imposing monetary liability not to exceed fifty dollars on the owner of a vehicle for failure of an operator to comply with stop signs; permits such villages to install and operate stop sign photo violation monitoring systems as part of such demonstration program.
Authorizes the secretary of state to appoint a person from the utility intervention unit within the consumer protection division to serve on the state energy planning board.
Requires utility companies maintain a toll free number for consumers to call to report service outages which shall be made available 24 hours a day, 7 days a week.
Exempts the conveyance of real property for open space, parks, or historic preservation purposes to any not-for-profit tax exempt corporation operated for conservation, environmental, parks or historic preservation purposes from the state real estate transfer tax and the additional tax on real estate transfers of residential real property where the consideration is one million dollars or more.
Establishes the nurse loan repayment program; authorizes the commissioner to award loan repayment awards to nurses serving in underserved areas or nursing homes.
Establishes the office of hospice and palliative care access and quality to provide expertise and input on hospice and palliative care policy development and regulation.
Establishes the first responder epinephrine preparedness initiative (EPI) act, creating a first responder epinephrine access program; authorizes the commissioner of health to approve and implement a municipal epinephrine bulk purchase program; authorizes taxpayers to contribute a gift for municipal epinephrine bulk purchases; establishes a municipal epinephrine bulk purchase fund.
Relates to enacting the volunteer emergency services mileage reimbursement tax credit; allows an active volunteer firefighter or a volunteer ambulance worker a credit equal to their reasonable mileage allowance owed for each mile actually and necessarily traveled by the volunteer firefighter or volunteer ambulance worker who utilizes their personal vehicle in the fulfillment of their emergency response duties.
