Establishes a task force to conduct a comprehensive study on the presence of educator diversity in the state, state actions taken to promote educator diversity, and how the state can encourage new initiatives to enhance and promote educator diversity in New York; provides for the repeal of such provisions upon the expiration thereof.
Enacts the "New York state waste recycling and reduction act" to require each commercial building in the state to recycle paper products and single-use plastic products produced or used on site.
Requires annual reporting by city school districts in cities with a population of over two hundred fifty thousand regarding the arbitration process in teacher disciplinary proceedings.
Eliminates the necessity for solar and wind energy systems to supply certain information in electric generating facility annual reports; repeals provisions relating to solar or wind energy systems.
Establishes the "Vets to Vollies" program which encourages veterans or discharged military personnel to join their local fire department and emergency medical service agency.
Enacts the "New York open water data act"; directs certain agencies, under the leadership of conveners, to identify and integrate key water data sets; provides duties and an annual plan for data to be researched and reported.
Provides for the chief administrator of the courts to, upon request by a municipality, ensure the assignment and presence of a uniformed court officer during court proceedings or a law enforcement officer where no uniformed court officer is available.
Establishes the "Defund Municipalities that Defund the Police Act" which provides for a withholding of a certain amount of state funding for a defunding municipality.
Relates to the operation of vehicles when approaching a parked, stopped or standing authorized emergency vehicle or hazard vehicle or vehicle displaying a blue or green light; provides for mandatory revocation of a driver's license for a period of six months where a person violates section 1144-a of the vehicle and traffic law and causes serious physical injury or death to another person; directs the division of criminal justice services to establish a public information campaign to instruct the public that operating a motor vehicle when approaching a parked, stopped or standing authorized emergency vehicle or hazard vehicle or vehicle displaying a blue or green light that results in physical injury, serious physical injury or death as a result of the operator recklessly failing to exercise due care to avoid a collision can result in serious criminal penalties.
