Provides that the normal service retirement benefit for police/fire members who are members of the New York city fire department pension fund shall be paid to such members of the New York city fire department pension fund without regard to age upon retirement after twenty years of service.

Enacts the "television subscriber choice act" to enhance consumer choice and ensure that multichannel video programming distributors have the flexibility to offer programming packages that best meet the needs and preferences of their subscribers; requires that a video programmer shall offer each channel for license to a multichannel video programming distributor without requiring channel bundling requirements as a condition of carriage of such channel; makes it unlawful for a video programmer to demand unreasonable fees or other financial obligations for channel carriage; defines terms; makes related provisions.
Requires assessing units to disclose and publish information relating to the use of a computer assisted mass appraisal system or other statistical formula or computer software at any step during the assessment of taxes on real property; requires assessing units not using a computer assisted mass appraisal system or other statistical formula or computer software at any step during the assessment of taxes on real property to verify that such systems, formula, or software were not used and explaining the methods used by such assessing unit to assess real property taxes.
Removes eligibility or receipt of primary social security disability benefits as a condition for ordinary disability retirement for New York city enhanced plan members in active service who are not eligible for a normal retirement benefit and have completed five years or more of service.
Requires persons and parents of children who test positive for sickle cell disease are informed of such diagnosis and provided with educational materials; establishes a registry of persons with sickle cell disease; requires the department of health issue an annual report on sickle cell disease.

Provides for cost-of-living adjustments; provides that the base benefit amount shall be increased annually by reference to the consumer price index for each applicable calendar year beginning on September 1, 2025.
