Relates to issuing temporary permits to certain fantasy sports operators that were not offering contests to persons located in New York prior to November 10, 2015.
Establishes the commission on retired racehorses, which shall be responsible for the oversight of retired racehorses including the creation of a registry to track such racehorses.
Prohibits the use of certain restraints and aversive interventions against students; includes policies and procedures for responding to students who have mental health crises in school safety plans; provides that no student shall be subjected to chemical restraints, mechanical restraints, or seclusion on school property; requires the board of education or trustees of each public school and school district to develop a procedure to notify the parent or legal guardian of a student on the same day a physical restraint is applied on such student, such student is placed in a time out room, or such student is subjected to a prohibited form of discipline.
Requires the department of health to publish a report on the incidence of tick-borne illnesses annually on the department's website; requires the department to submit an annual report to the governor and the leaders of the legislature; requires the superintendent of financial services to review the status of health insurance coverage for the treatment of Lyme disease and other tick-borne related diseases and to submit a report to the governor and the leaders of the legislature.
Provides that the additional vendor fee for a vendor track located within Oneida county within fifteen miles of a Native American class III gaming facility shall not be forfeited if the track does not maintain the ninety percent full-time equivalent employee requirement.
Establishes the crimes of criminal trespass on a school bus, school grounds or children's camp; requires the commissioner of motor vehicles, in consultation with the commissioner of transportation, to promulgate rules and regulations for certain signage on school buses; relates to professional development school bus driver safety training seminars statewide.
Directs the division of criminal justice services to establish a statewide public database covering every local police department, each county sheriff's office, the division of the state police and every agency that employs a peace officer in this state, which shall compile the names of any police or peace officer who has had their employment terminated due to misconduct.
Provides for certain victim statements to be taken at their workplace instead of the police department where such workplace was the scene of the crime and is a hospital, emergency medical facility, nursing home or residential health care facility.
