Provides for high need and average need school districts to receive additional financial aid for each student if such school district spends ten percent less per student than the regional average spending per student.
Requires each school district to provide interventions and special curricula for children with dyslexia or other phonological learning differences or disabilities.
Limits the experiential qualifications of group teachers for preschool classes and groups teachers for infant or toddler classes to what was required for their educational qualifications.
Prohibits the use of biometric surveillance system or biometric surveillance information in places of public accommodation; prohibits entering into any agreement that authorizes any third party to use any biometric surveillance system or biometric surveillance information; provides penalties for violations.
Prohibits candidates from soliciting contributions or donations from any contributor or donor using any material or medium pre-marking that such voter shall make a recurring contribution or donation to such candidate; provides that any candidate who does so may be liable for treble damages.
Enacts "Kimberly's Law" establishing certain sex offenses, including sex offenses against children; relates to criminal sentencing for defendants convicted of certain sex offenses.
Authorizes the New York city council to approve or deny by a majority vote, any public authority's or public benefit corporation's use of eminent domain.
Provides for adult changing tables to be placed within an enclosed restroom facility or other similar private facility that is for use by persons with disabilities who need help with diapering at commercial places of public amusement and state-owned buildings open to the public.
Extends the authorization of the town of Mount Pleasant to adopt a local law to impose a hotel/motel occupancy tax for hotels not located in a village to September 1, 2027.
