Excepts crimes related to sex offenses, crimes against elderly or disabled persons and crimes related to sexual performance by a child from the three-year time limit to bring charges for such crimes against school educators employed by schools which are located in cities with 125,000 or more people.
Directs the New York city mayor's office of criminal justice to provide comprehensive services to 9,000 individuals identified as having a persistent pattern of involvement in the New York city criminal justice system; provides that income from vocational programs shall not be considered for purposes of determining public assistance.
Includes consideration of evidence of recent acts of aggravated cruelty to animals as a factor to be considered when determining whether grounds for a temporary extreme risk protection order exist.
Establishes October 7th as October 7th remembrance day to honor the victims of the October 7, 2023 attacks; declares October seventh as a holiday for students in the public schools of the city of New York; requires the chancellor of the New York city school district to provide instruction of awareness of the October seventh remembrance day to students and professional development training to teachers; requires the division of human rights to establish a statewide campaign for antisemistism prevention; makes related provisions.
Requires every food establishment to label all prepackaged food with a written notification on the package or on a label attached to the package identifying any ingredient with which a product is made that constitutes a major food allergen.
Establishes a veterans' bill of rights; provides sample language for such bill of rights; requires the department of veterans' services to establish and distribute a veterans' bill of rights and to make such bill of rights available on the department's website.
Relates to the transfer, acceptance, or purchase of military weapons from the United States government; prohibits participation in the 1033 federal excess property program; provides exceptions.
Requires the notification of a crime victim or witness of the death of the accused if such person dies during pending judicial proceedings or during any period of incarceration, parole or post-release supervision, or when an order of protection exists.
Authorizes statewide municipal reciprocal program agreements and the issuance of program bonds; authorizes proceeds to be made available to a statewide municipal reciprocal program.
