Requires any person, firm or corporation offering any dairy product, meat, meat by-product, meat food product or perishable food item for sale in the state to label such product with an expiration date clearly visible in a conspicuous location; provides that such date shall be the time after which such item is unfit for human consumption as determined by industry standards; provides that no such products shall be allowed to remain on display or offered for sale after such date.
Provides that the owner of a hazard vehicle service or of a taxicab, livery, bus, coach, limousine, van or wheelchair accessible van service, who has permitted an employee to operate such a vehicle when such employee has not been issued a valid state driver's license or whose license has been suspended or revoked shall have their business license suspended for thirty days.
Establishes the incontinence supplies insurance program for Medicaid beneficiaries who are also residents of the state of New York and obtain a note from a physician indicating a need for an item.

Provides for the licensing and regulation of the practice of neurofeedback therapy; defines practice of neurofeedback therapy; establishes state board of neurofeedback therapy and the requirements to qualify for a license as a neurofeedback therapist.
Provides for state assistance to local governments for the enforcement of fire prevention and building codes using monies paid into the code enforcement account.
Authorizes the New York state energy research and development authority to administer a program to provide grants or loans for the costs related to enabling switching residences with propane or fuel-oil heating systems to efficient electric heat pumps.
Establishes the 13 member temporary state commission on New York city property tax reform to propose property tax reform for the city of New York that promotes fairness, clarity, and simplicity; that eliminates structural inequality and taxes similar properties similarly; that encourages the development and preservation of affordable and multifamily housing; that includes owner relief programs and an approach to transition that insures low- and moderate-income owners have affordable tax bills and that primary residents are not displaced from their homes; and that does not diminish revenue for the city of New York.
