Extends the maximum number of months for the reconsideration of denied applications by the parole board for parole for certain violent felony offenses from 24 months to 60 months.
Increases the state discretionary buying threshold without a formal competitive process for certain commodities from certain businesses, including construction services.
Relates to the re-assignment of police officers pending certain investigations of incompetency or misconduct involving egregious behavior including, but not limited to, police brutality, intimidation, racial profiling, planting or fabricating evidence, unwarranted search and seizure, violating department procedures, and abuse of authority, and provides for an expeditious investigation of such incidents.
Allows the higher education services corporation to consider an applicant's change in income due to the loss of employment in determining eligibility and award amount for the tuition assistance program.
Establishes the office of nonprofit development within the empire state development corporation to assist nonprofit organizations with business development, capacity building, technical support and education.
Prohibits a person who has abandoned such person's spouse or domestic partner from collecting any portion of the spouse's or domestic partner's pension.
Enacts the accessible electronic information act for blind and disabled persons; creates a new fund in the state finance law; authorizes a not-for-profit entity to administer the program.
Provides that all passengers of school buses must wear seat belts; exempts school bus attendants and others acting in a supervisory capacity from such requirement; requires that drivers announce "Everybody fasten your seat belts" before a school bus is placed in motion; empowers the commissioner of education to enforce such provisions; assigns a school bus attendant to each special needs student unable to comply with the seat belt requirement.
Requires each branch of state government and political subdivision of the state to establish and abide by a code of ethics; requires ethics commissions; sets standards for codes.
