Requires the report on statewide opioid settlements include the amount of funds that have been spent and requires the public be provided information on how much funds have been spent.
Enacts the "dollars for diesels act"; directs the commissioner of environmental conservation, in consultation with the New York state energy research and development authority, to establish and administer a program to provide financial incentives to owners of heavy- and medium-duty vehicles of a model year two thousand ten or older to retire and replace such vehicles with new heavy- or medium-duty vehicles of model year two thousand twenty-four or newer that meet or exceed applicable emission standards.
Directs the department of health to develop an informational pamphlet concerning menopause, which shall include information concerning the stages of menopause, the signs and side effects of menopause, and options for the management and treatment of menopause; requires that such informational pamphlet be made available on the department's website and available for order as a printed deliverable; requires practitioners to make such informational pamphlet available to patients.
Directs the commissioner of the office of alcoholism and substance abuse services to establish a program for individuals to receive free drug test strips to detect the presence of medetomidine, benzodiazepine, nitazenes, and/or other harmful contaminants; directs the commissioner of the office of alcoholism and substance abuse services, in cooperation with the commissioner of the department of health, to develop and conduct a public awareness and educational campaign on the dangers of medetomidine, benzodiazepine, nitazenes, and/or other harmful contaminants.
Exempts opioid treatment program services received, including methadone maintenance treatment and the use of buprenorphine, from all recipient restriction program coverage and payment restrictions.
Authorizes and directs the energy research and development authority, the public service commission and NYPA to conduct a study to determine the possibility of closing certain peaker plants.
Establishes the small business working group to identify the twenty-five provisions of law or rules that are most frequently enforced through issuance of notices of violation and most frequently issued to small businesses; requires such working group to evaluate such provisions of law or rules to determine whether changes should be made to such provisions.
Establishes a waiver program allowing a domestic violence residential program to apply to the office of children and family services for a waiver enabling a victim of domestic violence to remain at the program's shelter for a period exceeding one hundred and eighty days.
Authorizes equitable tip pooling structures for counter service restaurants that pay all employees at or above minimum wage; authorizes tip pooling for service and non-service employees.
Requires practitioners to discuss certain risks with a patient who is being prescribed a schedule II controlled substance or an opioid analgesic; requires the department of health to develop practitioner guidelines.
