Raises the tax rate on corporate income; increases the state conformity to federal taxation of corporate profit shifting; imposes an additional tax on individual business income in response to federal tax benefits for pass-through business income.
Adjusts the calculation of the empire state child credit to provide for a one thousand dollar credit per qualifying child who is less than four years of age and a five hundred dollar credit per qualifying child who is four years of age or older for certain qualifying taxpayers.
Relates to establishing an early intervention loan repayment program; provides funding is to be awarded regionally with 50% percent awarded to providers with a principal residence within NYC and the remaining fifty percent awarded to providers outside of NYC; provides that awards shall be given to providers who work in underserved areas for 3 consecutive years; provides loans shall be paid over a 3 year period; provides that a working group shall be established within 90 days to develop plans for the streamlined loan repayment program application process.
Relates to regulation of toxic chemicals in pet products; requires disclosure on information on priority chemicals; establishes the interstate chemical clearinghouse; makes related provisions.
Directs the commissioner of social services to authorize the payment of medical assistance funds for rapid whole genome sequencing for persons under twenty-one years of age under certain medical circumstances.
Requires employers to pay employees who are manual workers no less than semi-monthly; provides that there is no civil penalty against an employer by an employee who unknowingly violates such provisions; authorizes the commissioner to levy a civil penalty against employers who violate such provisions.
Provides notification of employment or promotion of applicable employees to organizations of state employees designated managerial or confidential for purposes of employee representation in determining the terms and conditions of employment.
Relates to payments of grants to farm operations by NYSERDA; provides that payment of such grants shall be made no later than ninety days after notification.
Expands requirements for regulatory impact statements to include discussion of potential benefits and cost savings; creates New York state regulatory review council to review every promulgation, repeal or amendment of every rule or regulation; provides that no new rule, unless critical to health, safety, or welfare, may become effective without the approval of the council; provides for the procedures of the council; provides for an annual report by the council on its actions.
Enacts the interstate medical licensure compact; provides a streamlined pathway for medical professionals who are licensed in multiple states to obtain medical licensure in New York.
Requires that climate change and sustainability education be taught in elementary and high schools to educate pupils about how human activities cause climate change, the effects of climate change, the dangers associated with climate change and preventative measures that can be taken to alleviate the impacts of climate change.
Establishes a state frontotemporal degeneration registry; defines terms; requires every physician, nurse practitioner, nurse physician assistant and general hospital that diagnoses or is treating a patient diagnosed with an FTD disorder to give notice to the department; requires certain information to be confidential; sets forth the duties of the commissioner of health; requires the department of health to create and maintain a webpage.
