Requires the installation of smoke detectors in residential buildings with common spaces shared between three or more dwelling units and that such smoke detectors can be heard in such common spaces.
Establishes the "recovery ready workplace act" which provides for the certification of an employer to become a recovery ready workplace; defines terms; establishes the recovery-ready workplace program; provides criteria for employers to obtain certification as a recovery ready workplace; provides for employee involvement.

Directs the department of health to create a prescription drug inventory database that contains a list of all drugs designated as being currently in shortage by the federal food and drug administration's drug shortages database, and a list of pharmacies in the state where each such drug is currently in stock.
Allows an adult home, enriched housing facility, assisted living residence or special needs assisted living residence to provide for nursing services in the facility that are not continual, either by arrangement with a provider of nursing services or by employment.
Establishes a cause of action for fertility fraud; allows patients who have undergone assisted reproduction procedures to bring a cause of action if human reproductive material other than that which was consented to by the patient is used in such procedure; allows for compensatory and punitive damages.
Relates to the distribution of the foreign and alien fire insurance premium tax; provides amount received shall be distributed to the fire companies in proportion to the number of active members within each company.
Authorizes a pilot program for a county self-insured or self-funded health plan in Albany and Schenectady counties; provides municipalities of such counties are permitted to join.
