Increases the penalty for multiple convictions of torturing, killing or failing to provide sustenance to an animal to a felony, if convicted within five years from the date of a prior conviction.
Provides for accountability in state assessments by creating a regents review board to audit assessments used to determine grade promotion, graduation and adequate yearly progress by requiring a written report, implementation of an auditing and review of pilot and/or field testing of the standardized tests used to ensure validity, reliability, alignment to standards and appropriateness of use.
Requires that for hire vehicles with a chassis which was manufactured and then altered for the purpose of transporting ten or more occupants, including the driver, be equipped with an operable carbon monoxide detector.
Establishes a central business district toll exemption for police officers employed in a police force of a city with a population of one million or more.
Establishes optional pilot programs for the county of Westchester, for local police departments to use electronic scanning devices to determine whether or not the operator of a vehicle was using a mobile phone or portable electronic device near the time of an accident or collision.
Provides that a court may require that a new election be held when there is clear and convincing evidence that the wrong candidate was determined to be the winner.
Requires the budget submitted by the governor to include an itemization, by each individual school district, of appropriations for the support of school districts.
Provides for the declination of a designation as a candidate or nomination for a party position if the person designated or nominated has received a diagnosis of a serious health condition or has resigned the office for which they are nominated or designated to run for re-election.
Establishes a ranked choice voting method for presidential elections whereby voters rank candidates according to the order of their choice and, if no candidate has received a majority of votes, the candidate with the fewest first choice votes is eliminated and the remaining candidates advance to another counting round until a winner is determined.
