Pertains to confinement of animals for food producing purposes; prohibits any person to tether or confine any pig during pregnancy, calf raised for veal, or egg-laying hen who is kept on a farm for all or the majority of any day in a manner that prevents such animal from lying down, standing up and fully extending its limbs and turning around freely; establishes that commission of such crime shall constitute a class A misdemeanor punishable by imprisonment for a period not to exceed one year and/or fine not to exceed $1,000.
Imposes a commercial vacancy tax on vacant or abandoned commercial storefronts located in a city with a population of one million or more of one percent of the assessed value of the property.
Reconvenes the New York state sea level rise task force to review the report and recommendations previously issued by the task force, and to determine the progress made in effectuating such recommendations and what recommendations require additional efforts; develop an updated evaluation of ways of protecting New York's remaining coastal ecosystems and natural habitats, and increasing coastal community resilience in the face of sea level rise, applying the best available science as to sea level rise and its anticipated impacts; and updating previous recommendations and, if appropriate, making new recommendations on sea level rise resiliency.
Establishes the office of the independent intellectual and developmental disability ombudsperson program for the purpose of assisting individuals with intellectual or developmental disabilities to ensure that they receive coverage from managed care organizations that is appropriate in meeting their individual service needs; uses a request for proposal process to determine who shall be responsible for such program.
Enacts the empire state licensing act to provide all New Yorkers with access to professional, occupational, commercial, or business licenses, permits, certificates, or related registrations regardless of an applicant's citizenship or immigration status, or lack thereof.
Relates to additional state payment assistance; provides that where there is no agreement in effect for federal administration of additional state payments the commissioner of the office of temporary and disability assistance is responsible for providing assistance to applicants for or recipients of such payments as it relates to applying for, modifying or maintaining such benefits.
Relates to establishing the crime of coercive control; provides that a person is guilty of coercive control when such person engages in a course of conduct against a member of such person's same family or household, without the victim's consent, which results in limiting or restricting, in full or in part, the victim's behavior, movement, associations or access to or use of such victim's own finances or financial information; provides that coercive control is a class E felony.
