Relates to the installation of water monitoring systems at class C high hazard dams; provides requirements for the provision of information by water monitoring systems installed at certain dams about the water level and flood risk at such dams.
Establishes an emergency heating energy assistance program benefit to provide emergency assistance to certain households where such household is threatened with shut-off or an energy emergency due to nonpayment.

Empowers the office of fire prevention and control to, in coordination with the commissioner of the office for people with developmental disabilities and the chief disability officer, provide minimum basic training related to handling emergency situations involving individuals with any physical and/or developmental disability to all firefighters.
Reduces the classification of aggravated unlicensed operation of a motor vehicle in the third degree from a misdemeanor to a violation; adjusts the sentencing guidelines for such offense by decreasing the term of imprisonment that may be imposed by the court for such offense.
Relates to aggravated cruelty to animals in the presence of a child; increases the potential term of imprisonment from two to four years when such crime is committed in the presence of a child; defines presence of a child.

Enacts the "Joseph Fletcher act"; permits certain claims by essential employees for compensation based on death due to COVID-19 which were previously denied or not timely filed.
