Prohibits the use of the term "excited delirium" as a diagnosis, label, or cause of death on death certificates, autopsy reports, police reports or any report, policy or procedure by a public agency or contractor; defines excited delirium.
Relates to requiring that certain information be provided to operators of limited use motorcycles concerning rules of the road and consequences for non-compliance.
Requires that all special education students attending schools scheduled to be closed or to undergo a significant change be assigned to new schools prior to the implementation of the closing or change.
Relates to the provision of grants to eligible school districts to cover the costs of school resource officers employed at schools in such districts; authorizes boards of cooperative educational services to enter into contracts with local police entities to provide school resource officers.
Prohibits employers from requiring or requesting employees working at home to install monitoring software on the personal electronic device of such employee, limits monitoring on an electronic device provided by the employer to the website browsing history of such employee, and prohibits an employer from requiring an employee to leave a camera on while such employee is working from home; provided, however, an employer may require an employee to utilize a video communication program for work-related activities.
Requires colleges, universities, professional, proprietary and graduate schools to provide written notice to all students of the institution's tuition liability policy.
Requires at least one full-time guidance counselor to be employed in each elementary, intermediate, middle, junior and senior high school throughout the state; sets duties of guidance counselors.
Directs the division of criminal justice services to promulgate safety standards and training requirements for the protection of law enforcement staff against biological hazards posed by spitting of persons in custody.
Provides direct reciprocal certification for emergency medical technicians who possess a current certification from the national registry of emergency medical technicians.
Revises proceedings to recover possession of premises located in a multiple dwelling; requires premises to be registered with the local agency responsible for code enforcement; requires petition shall be stated in plain language and include notice of the rights of the respondent and a statement of any outstanding code violations on the premises and whether rent payments from a public assistance office is being withheld therefor; provides civil penalties for willful misstatements on such petition.
Relates to the taking of wildlife without a permit; takings may only be done subject to regulations promulgated by the department; regulations shall incorporate the recommendations of the most recent guidelines on euthanasia of the American Veterinary Medical Association; provides that the taking method selected shall be the least stressful, quickest and most painless to the animal available while protecting human health and safety.
