Expedites MTA capital project improvement, construction, reconstruction, or rehabilitation by establishing a process for utility relocation necessary for such project.
Establishes in the city of New York a bicycle lane safety program to enforce certain restrictions on the use of bicycle lanes and/or protected bicycle lanes by means of bicycle lane photo devices.
Enacts the consumer litigation funding act to promote consumer protections related to consumer litigation funding transactions; provides for contract requirements, including that the contract contain a no penalty provision for the prepayment of the funded amount prior to the settlement of their case; makes related provisions.
Relates to requiring gender neutral bathrooms in state-owned buildings; provides that if no single-occupancy bathroom can be designated as gender neutral in a state-owned building, a multiple-occupancy bathroom shall be designated as gender neutral instead; requires state-owned and state-leased buildings to provide adequate notice regarding gender neutral bathrooms.
Provides a green infrastructure tax abatement for the construction of green infrastructure projects on certain properties in a city of one million or more.
Provides that any service outside of a city with a population of more than one million, that is designated as a microtransit service shall be eligible for statewide mass transportation operating assistance regardless of vehicle size; defines "microtransit service" to mean a technology-enabled on-demand service with dynamically generated routing that uses a managed fleet of multi-passenger vehicles dedicated to that service.
Establishes through the department of health a drug checking services program to allow individuals to bring drugs or controlled substances and have them tested for contaminants, toxic substances, or hazardous compounds; requires the department to establish public health surveillance of the unregulated drug supply; provides exemptions for participants in the drug checking program from certain controlled substance offenses.
Requires the commissioner of education to develop and adopt instruction in financial and insurance literacy for students in grades nine through twelve.
Permits the village of Croton-on-Hudson, Westchester county, to lease certain sports field fences for advertisements, with revenues to be used solely for the care of Dobbs Park, Duck Pond Park, Firefighters Memorial Field and David J. Manes Memorial Field.
Directs the superintendent of state police, in consultation with the office of children and family services, shall develop, maintain and disseminate to all members of the state police written policies and procedures, regarding child-sensitive arrest practices.
Directs the commissioner of health to develop and implement a public awareness campaign on the safe storage of firearms, rifles and shotguns and child access and prevention.
