Relates to providing additional reimbursement to school districts for expenses incurred as a result of an influx of migrant students entering the schools of the districts; directs the governor to submit chapter amendments to the Aid to Localities budget.
Enacts the "local, community and ethnic media commitment act"; requires state agencies to publish certain information in local, community and ethnic media; defines local, community and ethnic media; requires the office of general services to develop and maintain a list of local, community and ethnic media outlets.
Imposes an additional tax surcharge on certain non-primary residence class one and class two properties in a city with a population of one million or more.

Provides for an increased personal income tax deduction for medical expenses incurred by a New York taxpayer to include medical insurance premiums and long term care premiums.
Requires school districts to have diversity, equity and inclusion officers to develop methods to diversify the personnel of the school district and to recommend changes to district policies and practices to reduce racial disparities in hiring school district employees, particularly teachers; requires boards of education to annually report information regarding such policies and practices to the department of education; requires the department of education to annually report such information to the legislature.
Provides a tax credit of up to five hundred dollars to individuals with disabilities for using transportation network companies to get to work and/or school.
Directs the New York state department of health to conduct a study on the incidences of cancer clusters in cities and towns having a population of more than ninety thousand.
Authorizes the Hamburg Central School District to utilize certain payments related to video lottery gaming facilities to provide increased support to public schools; authorizes such school district in which a video lottery gaming facility is located to receive payments to increase support for public schools.
Relates to the recall of a class B firefighting foam; prohibits the sale or distribution of firefighting personal protective equipment that contains intentionally added PFAS.
Prohibits trustees and members of a board of education from having a family member who works for the same board of education or school district as the trustee or member.
Requires the superintendent of the state police to establish uniform investigatory standards when there is a shooting of a civilian by a police officer.
