Repeals provisions related to requiring projects be located in a highly distressed area in order to qualify for certain financial assistance from an industrial development agency.

Provides that before a person may receive public assistance benefits, they must submit to and pass a drug test; requires health care professionals, law enforcement agencies, and courts report certain instances of substance abuse to the commissioner of social services.
Relates to requiring coverage for volunteer firefighters for full cancer screenings upon entry of service to a fire department or fire company and annually thereafter; provides that the costs of such screenings shall be covered by the state.
Relates to prohibiting the exclusion of coverage for losses or damages caused by exposure to lead-based paint; provides that no insurer licensed or permitted by the superintendent to provide liability coverage to rental property owners shall exclude coverage for losses or damages caused by exposure to lead-based paint.
Requires the office of mental health to create a mental health evaluation form to determine whether arrested individuals have the proper mental capacity to make decisions regarding their arrest; requires arrested individuals to be given such mental health evaluation form; directs that if an individual fails such mental health evaluation, a representative will be appointed for such individual regarding arrest proceedings.
Designates unlawful fleeing a police officer in a motor vehicle in the third degree as a class E felony; designates unlawful fleeing a police officer in a motor vehicle in the second degree as a class D violent felony offense; designates unlawful fleeing a police officer in a motor vehicle in the first degree as a class B violent felony offense.
