Provides final discipline authority over civilian complaints to the civilian complaint review board; creates a hearing officer and adjudicative body for such complaint review board.
Directs the commissioner of education to change the name of the state high school equivalency diploma, formerly known as the general education development (GED) program, to the Excelsior diploma.
Provides that candidates who have provided firefighting service may deduct up to a maximum of six years from their age for purposes of meeting the age requirements.

Establishes the New York COVID-19 children's fund program to provide assistance to children whose parent, custodian, legal guardian, or related adult household member died as a result of contracting COVID-19, regardless of immigration status of such children.
Relates to allowing a physically disabled surviving spouse who was married to an enhanced STAR qualifying individual to continue to receive the exemption even if the surviving spouse is not sixty-two years of age.
Prohibits the siting and construction of battery energy storage systems and related facilities, systems, infrastructure, and substations of any scale and possessing any storage capacity in assembly district 63; provides for the repeal of such provisions upon expiration thereof.
Relates to prohibiting school districts, school principals, administrators, or teachers from requiring, permitting, or conducting a lesson or experimental study using an animal in a hatching project.
