Establishes the Native American and Other Historically Marginalized Groups Discrimination and Injustice Commission which shall complete a study and submit a report regarding discrimination and injustices historically and currently faced by indigenous people and other historically marginalized groups living within the state.

Directs the office of children and family services to establish a center for fatherhood initiatives to issue grants to any and all initiatives regarding the promotion and advancement of fatherhood, including but not limited to all marginalized fatherhood groups to help expand opportunities to improve parenting knowledge, attitudes, and self-efficacy.

Enacts the "New York State American Freedmen Task Force on Reparations Remedies Act"; acknowledges New York state's role in the fundamental injustice and inhumanity of the institution of slavery; establishes the New York State American Freedmen Task Force on Reparations Remedies; examines all aspects of slavery, subsequent de jure and de facto racial, social and economic discrimination against American freedmen and the impact of these forces on living American freedmen and to make determinations regarding compensation and repair; establishes a New York state freedmen's bureau charged with the distribution of reparations and reparative justice passed in legislation by the state; makes an appropriation therefor.
Requires discrimination, bias, and harassment prevention training for members of state boards and commissions.
