No. 7 2025-2026 Senator Koehler Cosponsors: Senators Cirino, Ingram A C O N C U R R E N T R E S O L U T I O N To urge Congress to reissue Department of Defense Civilian Retiree Identification Cards. BE IT RESOLVED BY THE SENATE OF THE STATE OF OHIO (THE HOUSE OF REPRESENTATIVES CONCURRING): WHEREAS, In February 2023, the United States Department of Defense, pursuant to the federal REAL ID Act, stopped issuing new Civilian Retiree Identification Cards and no longer renews existing cards; and WHEREAS, Civilian Retiree Identification Cards allowed retired civilian Department of Defense personnel to easily access military recreational areas such as Wright-Patterson Air Force Base FamCamp and other camps, parks, and historic sites; and WHEREAS, In order to access these sites, civilian retirees must now request access from the installation commander and present a REAL ID Act-compliant driver's license and retirement documentation; and WHEREAS, The new access requirements are significantly more onerous and restrictive than was previously the case when Civilian Retiree Identification Cards were issued and honored; and 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 S. No. 7 Page 2 As Introduced WHEREAS, Civilian employees of the Department of Defense form a vital and indispensable component of our national defense; and WHEREAS, Our "civilian retired veterans" deserve full recognition and benefits for their service to our country, including continuing ease of access to military recreational areas upon their retirement; now therefore be it RESOLVED, That we, the members of the 136th General Assembly of the State of Ohio, urge the Congress of the United States to issue Civilian Retiree Identification Cards to qualifying Department of Defense retirees, and to ensure the cards are accepted for access to military recreational areas without the need for further documentation; and be it further RESOLVED, That the Clerk of the Senate transmit duly authenticated copies of this resolution to the President of the United States, President Pro Tempore and Secretary of the United States Senate, the Speaker and Clerk of the United States House of Representatives, the members of the Ohio Congressional delegation, and the news media of Ohio. 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38
