AS INTRODUCED 
 
An Act relating to Council on Law Enforcement 
Education and Training; amending Section 1, Chapter 
168, O.S.L. 2018 (70 O.S. Supp. 2020, Section 
3311.16), which relates to authority of CLEET to 
conduct training; allowing CLEET to establish and 
certify certain programs at technology center 
schools; updating language and internal citations; 
and providing an effective date . 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     Section 1, Chapter 168, O.S.L. 
2018 (70 O.S. Supp. 2020, Section 3311.16), is amended to read as 
follows: 
Section 3311.16 A.  The Council on Law Enforcement Education 
and Training (CLEET) is authorized to conduct full -time Basic Peace 
Officer Certification Academies and other law enforcement related 
training for individuals not commissione d or appointed by a law 
enforcement agency under rules established by the Council.  CLEET

may establish and certify additional law enforcement and criminal 
justice programs at state -supported technology center schools in the 
State of Oklahoma operating und er the State Board of Career and 
Technology Education for teaching students between sixteen (16) and 
nineteen (19) years of age. 
B.  The tuition and/or or fees for attending the Basic Peace 
Officer Certification Academies and/or or other law enforcement 
related training will be at a rate established by CLEET and approved 
by the Council.  Tuition and/or or fees charged under this section 
will shall be deposited in the Peace Officer Revolving Fund 
established in Section 3311.7 of Title 70 of the Oklahoma Stat ues 
this title. 
C.  Individuals not commissioned or appointed by a law 
enforcement agency who are trained in the Basic Peace Officer 
Certification Academies will shall be required to meet minimum 
requirements established for peace officers as set forth in Section 
3311 of Title 70 of the Oklahoma Statutes this title.  Any fees 
relating to meeting these requirements shall be the responsibility 
of the individual.  Individuals applying for the Academies will 
shall be required to submit a fingerprint check to CL EET prior to 
acceptance. 
D.  The Council is authorized to promulgate emergency rules to 
effectuate the provisions of this subsection section.

E.  Upon successful completion of the Basic Peace Officer 
Certification Academy, the individual's CLEET certification will of 
the individual shall become effective upon employment by an Oklahoma 
law enforcement agency.  Employment and certification must be 
obtained within two (2) years of completion of the Basic Peace 
Officer Certification Academy. 
SECTION 2.  This act shall become effective November 1, 2021.
