BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.308 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The bridge over Elk Creek on State Highway 9 located 
approximately one (1) mile west of Hobart in Kiowa County shall be 
designated as the "WWII Doolittle Raider – Bombardier Sgt. Robert 
James "R.J." Stephens Memorial Bridge".  The Department of 
Transportation shall cause suitable permanent markers bearing that 
name to be placed on the bridge. 
SECTION 2.     NEW LAW     A new secti on of law to be codified 
in the Oklahoma Statutes as Section 1698.309 of Title 69, unless 
there is created a duplication in numbering, reads as follows:

The bridge over Flat Creek on State Highway 34 located 
approximately one-half (0.5) mile north of West Madison Avenue near 
the town of Carter in Beckham County shall be designated as the 
"U.S. Army PFC Keith N. Cantrell Memorial Bridge".  The Department 
of Transportation shall cause suitable permanent markers bearing 
that name to be placed on the bridge. 
SECTION 3.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.310 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of State Highway 82 beginning at the in tersection of 
U.S. Highway 62 and extending southeasterly to the intersection of 
East Flournory Road south of Tahlequah in Cherokee County shall be 
designated as the "Paul Blevins, Jr., and Michael Rogers Memorial 
Highway".  The Department of Transportatio n shall cause suitable 
permanent markers bearing that name to be placed on the highway. 
SECTION 4.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.311 of Title 69, unless 
there is created a dupli cation in numbering, reads as follows: 
The bridge over Muddy Boggy Creek on State Highway 43 located 
approximately one (1) mile east of the town of Coalgate in Coal 
County shall be designated as the "Stiles Brothers Vietnam Veteran 
Memorial Bridge".  The D epartment of Transportation shall cause 
suitable permanent markers bearing that name to be placed on the 
bridge.

SECTION 5.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.312 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of U.S. Highway 69 in Ottawa County beginning at the 
intersection of Newman Road then extending north to the intersection 
of Commerce Street in the City of Commerce shall be design ated as 
"South Mickey Mantle Boulevard".  The Department of Transportation 
shall cause suitable permanent markers bearing that name to be 
placed on the highway. 
SECTION 6.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.313 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of State Highway 18 beginning at Deep Rock Road and 
extending north three (3) miles in Payne County shall be designated 
as the "Terry L. Hoggatt Memorial Highway".  The Department of 
Transportation shall cause suitable permanent markers bearing that 
name to be placed on the highway. 
SECTION 7.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.314 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
Notwithstanding any other provision of law, the bridge over 
South 129th Avenue on State Highway 51, also known as the Broken 
Arrow Expressway, in Broken Arrow, Tulsa County, shall be designated 
as the "Jennifer McClendon Memorial Bridge".  The Department of

Transportation shall cause suitable permanent markers bearing that 
name to be placed on the bridge. 
SECTION 8.     NEW LAW     A new se ction of law to be codified 
in the Oklahoma Statutes as Section 1698.315 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
Notwithstanding any other provision of law, the bridge over Lee 
Boulevard on Interstate 44 in the Ci ty of Lawton in Comanche County 
shall be designated as the "Maj. Charles E. Stiles Memorial Bridge".  
The Department of Transportation shall cause suitable permanent 
markers bearing that name to be placed on the bridge. 
SECTION 9.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.316 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
Notwithstanding any other provision of law, the section of State 
Highway 28A beginnin g at the intersection of State Highway 66 near 
the Town of Foyil extending east to the intersection of Interstate 
44 in Rogers County shall be designated as the "CSM Junior H. 
Honeycutt Memorial Highway".  The Department of Transportation shall 
cause suitable permanent markers bearing that name to be placed on 
the highway. 
SECTION 10.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.317 of Title 69, unless 
there is created a duplication in numbering , reads as follows:

The bridge crossing over the Washita River on U.S. Highway 62 
located three-tenths (0.3) of a mile east of the H.E. Bailey 
Turnpike near Chickasha in Grady County shall be designated as the 
"Ada Lois Sipuel Fisher Memorial Bridge".  The Department of 
Transportation shall cause suitable permanent markers bearing that 
name to be placed on the bridge. 
SECTION 11.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.318 of Title 69, unle ss 
there is created a duplication in numbering, reads as follows: 
Notwithstanding any other provision of law, the bridge crossing 
over the Washita River on State Highway 8 north of the city of 
Anadarko in Caddo County shall be designated as the "Joe W. McB ride 
Memorial Bridge".  The Department of Transportation shall cause 
suitable permanent markers bearing that name to be placed on the 
bridge. 
SECTION 12.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.319 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of the U.S. Highway 70 Bypass beginning just south 
of U.S. 70 and extending south and west to the intersection of 
McLean Drive on the west side of the city of Durant in Bryan County 
shall be designated as the "Deputy Jarid Taylor Memorial Highway". 
The Department of Transportation shall cause suitable permanent 
markers bearing that name to be placed on the highway.

SECTION 13.     NEW LAW    A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.320 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of State Highway 78 beginning just north of the 
intersection of State Highwa y 22 extending northwesterly to the 
eastern municipal limits of Milburn in Johnston County shall be 
designated as the "USAF Capt. Nick Karpis Vietnam Veteran Memorial 
Highway".  The Department of Transportation shall cause suitable 
permanent markers bearin g that name to be placed on the highway. 
SECTION 14.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.321 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of State Highway 7 beginning at the north municipal 
limits of Mill Creek in Johnston County then extending northerly to 
the Murray County line shall be designated as the "Sgt. Clyde Runyan 
Memorial Highway".  The Department of Transportation shall caus e 
suitable permanent markers bearing that name to be placed on the 
highway. 
SECTION 15.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.322 of Title 69, unless 
there is created a duplication in nu mbering, reads as follows: 
The causeway over Old Spiro Lake on State Highway 9 in LeFlore 
County shall be designated as the "Sgt. Maj. Marvail Lewis Memorial

Causeway".  The Department of Transportation shall cause suitable 
permanent markers bearing that n ame to be placed on the causeway. 
SECTION 16.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.323 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of U.S. Highway 64 beginning at the intersection of 
E1040 Road extending northerly to the intersection of E. 128th 
Street in Muskogee County shall be designated as the "County 
Commissioner Roy Rains Memorial Highway".  The Department of 
Transportation shall c ause suitable permanent markers bearing that 
name to be placed on the highway. 
SECTION 17.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.324 of Title 69, unless 
there is created a duplication i n numbering, reads as follows: 
The section of State Highway 20 beginning at the intersection of 
U.S. Highway 75 extending east two (2) miles to the intersection of 
N. Memorial Road in Tulsa County shall be designated as the "PFC 
Richard Tafoya Gurule Memor ial Highway".  The Department of 
Transportation shall cause suitable permanent markers bearing that 
name to be placed on the highway. 
SECTION 18.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.32 5 of Title 69, unless 
there is created a duplication in numbering, reads as follows:

The section of State Highway 9 beginning at the intersection of 
Interstate 35 extending west to the intersection of U.S. Highway 62 
in McClain County shall be designated a s the "Capt. David Arthur 
Peters Memorial Highway".  The Department of Transportation shall 
cause suitable permanent markers bearing that name to be placed on 
the highway. 
SECTION 19.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.326 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The intersection of State Highway 66 and Banner Road in Canadian 
County shall be designated as the Ray Davis Memorial Intersection. 
The Department of Transportation shall cause suitable permanent 
markers bearing that name to be placed at the intersection. 
SECTION 20.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.327 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of State Highway 25 beginning at the intersection of 
State Highway 2 extending east to the western municipal limits of 
Bluejacket in Craig County shall be known as the "R obert L. Horton 
Memorial Highway".  The Department of Transportation shall cause 
suitable permanent markers bearing that name to be placed on the 
highway.

SECTION 21.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statut es as Section 1698.328 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of State Highway 3 West beginning at the west side 
of the State Highway 19 interchange extending west to the 
intersection of County Road 1 510 in Pontotoc County shall be known 
as the "John L. Hayden Memorial Highway".  The Department of 
Transportation shall cause suitable permanent markers bearing that 
name to be placed on the highway. 
SECTION 22.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.329 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
Notwithstanding any other provision of law, the section of State 
Highway 53 beginning at the intersection of Midway Road extending 
east through the community of Milo to the intersection of Woodford 
Road in Carter County shall be known as the "Creede Speake Jr. 
Memorial Highway".  The Department of Transportation shall cause 
suitable permanent markers bearing that name to be placed on the 
highway. 
SECTION 23.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.330 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The bridge over Honey Creek Pass located on Interstate 35 just 
south of Exit 51 in Murray County shall be known as the "W.D. Bill

SECTION 24.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.331 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of State Highway 199 from the w estern municipal 
limits of Dickson to the eastern municipal limits of Ardmore shall 
be known as the "SSG Michael R. Robson Memorial Highway".  The 
Department of Transportation shall cause suitable permanent markers 
bearing that name to be placed on the hig hway.  
SECTION 25.    NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.332 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The bridge crossing over US Highway 69 Busi ness located on US 
Highway 69 at the south edge of McAlester in Pittsburg County shall 
be known as the "Carolyn Woods Memorial Bridge".  The Department of 
Transportation shall cause suitable permanent markers bearing that 
name to be placed on the bridge. 
SECTION 26.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.333 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
Notwithstanding any other provision of law, the se ction of U.S. 
Highway 77 beginning at the intersection of Broadway Avenue in

Carter County shall be known as the "Martin Dyer Memorial Highway".

SECTION 27.    NEW LAW    A new section of law to be codified in 
the Oklahoma Statutes as Section 1698.334 of Title 69, unless there 
is created a duplication in numbering, re ads as follows: 
The section of U.S. Highway 169 beginning at the intersection of 
East 81st Street South extending north to the south side of State 
Highway 51 in Tulsa County shall be known as the "Sgt. Craig Johnson 
Memorial Highway".  The Department of Tr ansportation shall cause 
suitable permanent markers bearing that name to be placed on the 
highway. 
SECTION 28.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.335 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
Notwithstanding any other provision of law, the interchange of 
Interstate 40 and Douglas Boulevard located in Midwest City in 
Oklahoma County shall be known as the "U.S. Senator James Inhofe 
Interchange".  The Department of Transportation shall cause suitable 
permanent markers bearing that name to be placed at the 
interchange.”

SECTION 29.     AMENDATORY     Section 11, Chapter 369, O.S.L. 
2019 (69 O.S. Supp. 2020, Section 1698.296), is amende d to read as 
follows: 
Section 1698.296  The section of U.S. Highway 64 Business 
beginning at West 23rd Street South extending north to the 
intersection of West Southside Blvd. in the City of Muskogee in 
Muskogee County shall be designated as the "Councilwo man Avalon 
Reese Reece Memorial Highway".  The Department of Transportation 
shall cause suitable permanent markers bearing that name to be 
placed on the highway. 
SECTION 30.  This act shall become effective November 1, 2021.
